I have refrained in this despatch from commenting on the subject of Gambling, which was not admitted to the Committee's Question. Though they discussed it at great length; and I agree with the views expressed in the 5th paragraph of your despatch - that it will be advisable to wait for the Report of the Shanghai Settlement on the same subject, before deciding upon further legislation.
